I thought about taking a snarky mocking tone on this, but everyone else is doing it, including (apparently) the guy's own dad, so I'll just keep it simple and snark free. People react differently to stress. Some people get flustered, others run away, and a few tackle the problem head on. Only a very few do the latter when the source of stress is a guy shooting ... at you. It's not really a shameful thing to run away in a situation like that, it's what the vast majority of people do. It's natural. That being said, it's probably not going to be the reaction that's needed when you're a cop. Shooting back at the guy might help, and to his credit he did call for backup. But running away, not going to look good, especially when your partner manages to get off a few rounds at said shooter ... after taking three to the chest. Maybe it's time the runaway cop look for another job. If he liked law enforcement, maybe join the SEC and investigate financial crimes. And if you run away, the business community will fully support you and call it "reasonable enforcement", as they sip their drinks and plunder their company of shareholder value.
